JOB TITLE:
DIRECTOR OF FINANCE AND BUSINESS
SERVICES
MINIMUM QUALIFICATIONS:
1.
Bachelor Degree with a major in
Business/Accounting/Finance or related field.
2.
Minimum of five years successful experience in
Business/Accounting/Finance.
3.
Demonstrated successful experience in developing
multiple year budget projections.
4.
Demonstrated skills in budget analysis.
5.
Demonstrated ability to work with all segments of
the school community, including staff, students, Board of
Education members and community members.
6.
Demonstrated ability in the following computer
skills:
Microsoft Windows, Excel, Word,
Accounting/Financial management software, data base.
7.
Demonstrated ability to produce reporting
information as requested by Superintendent and Board of
Education.
8.
Ability to supervise Business Office employees,
delineate and delegate duties appropriately, and provide written
evaluative feedback as required.
9.
Proven organizational and interpersonal
communication skills and ability to present information in a
clear, concise manner to a broad audience.
DESIRED QUALIFICATIONS:
1.
Masters Degree with a major in
Business/Accounting/Finance or related field.
2.
CFO Certification by a school business officials
organization.
3.
CPA certification.
4.
Successful experience in school business office,
according to GASB standards.
5.
Previous managerial/supervisory experience.
6.
Thorough understanding of principles of audit,
risk management, payroll and benefit administration.
7.
Experience in labor relations, contract
negotiation, contract administration and educational legal
issues.
ESSENTIAL DUTIES:
1.
Responsible for the day-to-day coordination,
management, and supervision of payroll, finance and business
service functions in the district.
2.
Supervises, manages, evaluates and disciplines
district employees in the assigned area.
3.
Works with Superintendent to coordinate, manage,
and supervise Business Office functions as assigned.
4.
Manages the payroll and finance activities of the
local school district to ensure compliance with the guidelines of
the Michigan Department of Education and the Michigan Public
School Employees Retirement System (MPSERS), district board
policies and operating procedures.
5.
Works with the Superintendent, prepares financial
reports and ensures that bills payable are accurate and submitted
in accordance with district timelines.
6.
Articulates financial data and provides executive
summary with recommended action(s) to attain the district
budget.
7.
Meet with the Board of Education; attend Board of
Education meetings.
8.
Works with the district auditor to ensure that the
district audit is complete and presented to the Board of
Education in accordance with Board policy and Michigan Department
of Education guidelines.
9.
Responsible for the accurate completion and
submission of all local, state and federal financial reports,
including all grant funds received by the local school district
and Michigan's Electronic Grant System.
10.
Ensures that district grant funds are spent in
accordance with grant guidelines and requirements.
11.
Establishes business office procedures and
processes for maintaining accurate records on cash flow analysis,
investments, bank transfers, etc.
12.
Evaluates and implements accounting practices that
are in compliance with standard accounting procedures, the
Michigan Department of Education requirements and the Government
Accounting Standard Board (GASB).
13.
Coordinates staff training on business application
software and procedures.
14.
Coordinates technical assistance and training for
the district business department personnel.
15.
Works with business department staff to ensure
compliance for electronic reporting to the Michigan Department of
Education and the Center for Educational Performance and
Information (CEPI), such as the Registry of Educational Personnel
(REP), the Financial Information Database (FID), School
Infrastructure Database (SID), Single Record Student Database
(SRSD) and the School Code Master (SCM).
16.
Manages financial reports for the Medicaid
Administrative Outreach Claims.
17.
Works with district staff to apply for and capture
Universal Service Fund (USF) dollars.
18.
Responsible for budget development and ongoing
budget adjustments based on actual revenue received and expenses
incurred to ensure an accurate end of the school year
forecast.
19.
Prepares statistical data for the budget
development, salary/insurance cost projections, and contract
negotiations.
OTHER DUTIES:
1.
Serves in special administrative assignments as
designated by the Superintendent.
2.
May serve on technical support committees to
upgrade hardware and support for business service
applications.
3.
Serves on local district contract negotiation
teams.
4.
Performs other related duties as assigned.
REPORTS TO:
Superintendent of Schools
EVALUATION:
Will be evaluated annually by the
Superintendent in consultation with other district personnel
and Board of Education Finance Committee.
BOARD RELATIONS:
Provide information to board
members upon request and attend all committee, regular and
special Board meetings as requested by the Superintendent or
his/her designee.

Proactively presents a positive
image of the school, students and staff and supports the
District Mission Statement.
