JOB TITLE:                    Accounting Assistant - D   (Payroll Clerk)

                                       Business and Finance Office - 260 day

 

LOCATION:                   Administration Building  

 

SUPERVISOR:          Director of Budget and Finance                  

                                                           

 

JOB SUMMARY :

Maintains, processes and reconciles payroll, and/or employee benefit records for the school district, requiring independent judgment and high degree of accuracy.  Promotes positive public relations in resolving problems and interacting with district staff and external parties.

 

 

MINIMUM QUALIFICATIONS:

1.          High School Diploma required; college preferred.

2.          Knowledge and experience in the use of microcomputers- Windows platform. Competency in MS Office Software: Word, Excel and Access.

3.          Demonstrated acceptable behavior and performance evaluations.

4.          Proven outstanding organizational skills.

5.          Experience in bookkeeping, bank reconciliations and generally accepted office and accounting procedures.

6.          Ability to communicate effectively through above average speaking, spelling, and writing skills.

7.          Ability to satisfactorily pass a job related standard performance test at 70% or above mastery.

8.          Positive attitude toward, and interest in the assignment.

9.          Pleasing personality, good character, and neat appearance.

10.      High level of confidentiality required.

11.      Excellent attendance required.

12.      Proven ability to meet the challenges of an urban-rural, multi-racial, and multi-ethic school district.

13.      Other qualifications as the Board of Education may find appropriate and acceptable.

 

 

ESSENTIAL FUNCTIONS:

Position will perform several, but not necessarily all, of the following:

1.          Compile, process and prepare the school district payroll and run special payrolls as needed; verify absences; collate, code and enter time sheets; calculate hours worked, overtime, special pay adjustments; enter data into computer to prepare payroll checks; and balance payroll records.

2.          Determine deductions for FICA, income taxes, pensions, garnishments, levies, and other deductions.

3.          Calculate and prepare reports on payroll taxes, deductions and withholdings such as social security, unemployment compensation, and retirement funds. Prepare W-2 forms and distribute to employees.

4.          Respond to questions regarding health benefits, COBRA, retirement, payroll, and other personnel issues; provides assistance to employees in completing various personnel, benefit or retirement forms.

5.          Receive, process, and enter all personnel and payroll change information into database.

6.          Act as a resource to and liaison between department/unit and other district offices, district staff, vendors, insurance carriers, auditors, and other external parties - with approval, initiates proper course of action and resolves problems.

7.          Maintain and reconcile the Student Activity Fund Account; record deposit, reconcile statements and writes checks.

8.          Perform year-end/annual and/or quarterly responsibilities such as closing out accounts; creating payroll records for summer student employees; reconciling payroll records and preparing federal and state reports; compiling sick leave reports; calculating retro-active, lump-sum, and vacation payments; and reconciling tax deposits.

9.          Collect, process, post and update insurance benefits for all eligible school district employees.

10.      Establish and maintain filing systems for accounting/personnel records.

11.      Process and respond to requests for employment verifications.

12.      Compile data, develop and distribute analytical summary, special, routine and other accounting/personnel reports, including required federal and state reports.

13.      Monitor employees' annuity contributions and contractual services provided for the district, to insure compliance with IRS and/or Department of Labor regulations.

14.      Perform secretarial or clerical responsibilities such as answering the telephone; composing, word-processing and editing correspondence, reports, forms and other materials; opening, sorting and distributing mail; and ordering office supplies.

15.      Perform other related responsibilities as assigned.
