SECONDARY PRINCIPAL
I.
QUALIFICATIONS
Must be a successful teacher, hold a Master's Degree, possess a
New Jersey Principal's Certificate and demonstrate effective
skills in the areas of organization, leadership, motivation of
others, communication and effecting change.
II.
APPOINTMENT AND TENURE
The Secondary Principal shall be initially appointed by a
majority vote of the full Board of Education and shall receive
tenure in accordance with applicable law and Board
policy.
III.
RELATIONSHIPS
Reports to the Superintendent of Schools.
When Principal is acting on matters which the Superintendent
has delegated to the Assistant Superintendent, however, the
Principal deals directly with the Assistant Superintendent and
is responsible to him on these matters.
IV.
SUPERVISION
The Principal observes and supervises all staff members, full
time or part time, certified and non-certified, at the assigned
site.
The Principal may be aided in evaluation of staff members by
vice principals and other district personnel who have
districtwide responsibilities in specific subject areas or
programs.
V.
JOB GOAL
To provide leadership to the end that the educational program
functions efficiently in providing the best possible education
to the young people it serves. To exercise full responsibility
for the organization and administration of all activities,
personnel and physical facilities involved in the educational
program in the building.
VI.
DUTIES AND RESPONSIBILITIES
The Principal has overall and ultimate responsibility for the
administration, supervision and curriculum in the school.
The Principal may delegate functions as necessary and
appropriate.
A. EDUCATIONAL
PROGRAM
1.
Make decisions regarding matters of school policy and
practice.
2.
Serve on district committees as requested by the or Assistant
Superintendent for Instruction.
3.
Develop a working philosophy
4.
Exercise leadership in developing and evaluating the curriculum
program of the school.
5.
Share in the development of system-wide curriculum
policies.
6.
Assume responsibility for the welfare of students
7.
Control student behavior.
8.
Supervise student registration.
9.
Certify students for graduation.
10.
Assume general responsibility for the graduation
program.
11.
Provide for adequate reports to parents on the progress of the
students.
12.
Assume responsibility for conferences and decisions in relation
to probations and suspensions of students in regard to their
academic standards.
13.
Establish effective communications with students.
14.
Conduct case conferences regarding classified students.
15.
Supervise and approve the schedule of classes.
16.
Establish and promote a research program to assist in
evaluation of the entire school program.
17.
Appraise and evaluate the procedure in the school and make
recommendations to the Assistant Superintendent for Instruction
for consideration.
18.
Keep the school board informed, through the Assistant
Superintendent Instruction's Office, of the total school
program, including extra curricular activities.
B.
PERSONNEL SERVICES
1.
Make or confirm all teaching and activity assignments.
2.
Participate in selection and retention of all staff
personnel.
3.
Assign, supervise and evaluate building personnel
4.
Encourage all staff members to participate in the
administration of the educational program.
5.
Practice guidance and leadership of staff in matters of
morale.
6.
Counsel personnel.
7.
Plan and lead faculty meetings.
8.
Assume leadership of the principal's cabinet, composed of
department heads.
9.
Act as liaison between building personnel and district.
10.
Orient new staff members and substitute teachers.
11.
Promote professional growth of teachers.
12.
Maintain a file of pertinent factual records of
personnel.
13.
Visit classrooms frequently for classroom observation.
14.
Establish a professional library.
15.
Report to the Assistant Superintendent Instruction,
professional progress of staff members and evaluate their
work.
16.
Supervise the inservice training program in the
building.
17.
Interpret policies set by the school board to building
personnel and to students.
18.
Coordinate activities of departments, areas and groups to
promote efficiency and harmony.
19.
Promotion of effective communication and interaction between
the nursing staff and other departments and/or staff members in
the school.
20.
In conjunction with the School Nurse Supervisor, interview and
recommend the
selection of new nursing staff members; recommend the
employment of nursing staff
adequate to meet the District's health needs; recommend the
assignment, transfer,
promotion and separation from service of nursing staff
members.
21.
Provide input to the School Nurse Supervisor with regard to the
supervision and
evaluation of the performance of nursing staff members.
C.
COMMUNITY RELATIONS
1.
Work with the P.T.O. and other lay groups.
2.
Confer with parents and other citizens.
3.
Develop procedures for reporting pupil progress to parents and
supervise the reporting process.
4.
Make decisions regarding the participation of organized school
groups in non-school
activities in consultation with the directors or advisors of
such groups.
5.
Lead building personnel in public relations activities.
6.
Publicize and interpret school policy and practice.
7.
Serve as liaison between visitors to the building and school
personnel.
8.
Verify the accuracy and effect of releases to the press
pertaining to school activities.
9.
Oversee the functioning of the School Site Council.
D.
FUNDS AND FACILITIES
1.
Preparing the school budget request.
2.
Manage and allocate the budget appropriation.
3.
Schedule the use of facilities and equipment.
4.
Supervise the operation and maintenance of the building and
grounds.
5.
Share in supervision of the building transportation
program.
6.
Share in the control of pupil behavior on buses.
7.
Coordinate plans for alterations and additions to the
building.
8.
Distribute and inventory supplies and equipment.
9.
Verify the accuracy of pupil attendance and accounting.
Perform other related duties and
responsibilities as needed and directed by the Superintendent
of Schools or Assistant Superintendent of Instruction.
