DIRECTLY SUPERVISES:   Director of Fiscal Services, Directors of Buildings and Grounds and Executive Assistant to the Assistant Superintendent for Business Services
 
INDIRECTLY SUPERVISES:  Purchasing Agent, Payroll Coordinator, Business Office support staff, contracted custodial/maintenance personnel, contracted security personnel, contracted food service personnel and contracted transportation personnel.
 
POSITION OBJECTIVE:   To manage and administer the fiscal and operational services of the district.
 
MINIMUM QUALIFICATIONS
1.       Masters Degree in School Business Administration or equivalent
2.       Type 75 certification with Chief School Business official endorsement preferred
3.       Business management experience, specifically in the areas of accounting, budgeting, financial planning, purchasing, transportation services, food services and facility management, preferably in a school setting
4.       Experience in the areas of business operations such as risk management, insurance benefits, collective bargaining, employee benefits, workers compensation, retirement and disability

PERFORMANCE RESPONSIBILITIES/SPECIFIC JOB RELATED TASKS 
Develops and administers annual school budget and long-range financial plan for the District
Duties
1.      Coordinates development and implementation of the annual budget development calendar
2.      Assists building principals in developing building based budgets and provides regular counsel on fiscal and operational areas
3.      Explores feasibility of using long-term funding for special projects, monitors bonded indebtedness and counsels the superintendent and Board of Education on referenda possibilities
4.      Prepares and submits to ISBE the annual school budget and the audited annual financial report in compliance with the State requirements
5.      Prepares multi-year projections of revenues and expenditures
6.      Prepares annual levy options available under the Tax Limitation Act and manages the process of preparing, reviewing and adopting the annual tax levy
7.      Reviews Business Office performance with respect to overall financial condition
8.      Oversee the professional efforts of the Director of Fiscal Services in related matters
 
Establishes an accounting system to ensure accurate accounting of all funds, receipts and disbursements for the District
Duties
1.      Prepares monthly financial reports for all program administrators and the Board; highlight any permanent variances in revenues or expenditures
2.      Investigates areas of operations through appropriate use of the internal audit process
3.      Prepares the General State Aid Formula Claim and the Transportation Claim
4.      Coordinates the submission of claims for Free Lunch and Breakfast Program, Gifted Education, Bilingual Education, Special Education and other State and federal categorical programs
5.      Arranges and coordinates the preparation of the annual financial audit and any internal audit assignments requested by the Superintendent or the Board
6.      Maintains liaison with the school’s legal counsel, offices of the Niles Township Treasurer, the Cook County Collector, and other local government officials
7.      Works closely and cooperatively with independent auditors; notifies the Auditor of the State of the independent auditors contracted and supply copies of the audit to the State;  notifies local media of completed audits and has the audit report available for the public
8.      Oversees the professional efforts of the Director of Fiscal Services in related matters
 
Monitors the procurement process to facilitate the acquisition of required materials, equipment and services
Duties
1.      Ensures that the process operates in an economical manner, and in accordance with budget limitations, board policy and the State laws
2.      Ensures accurate and timely payments of all legitimate accounts payable
3.      Prepares required payment reports for Board approval
4.      Monitors the bid and request for proposal process, acts as final negotiator for all supplier contracts, completes all purchase order and all contract requirements
5.      Works with other administrators and architects in planning construction and contracting
 
Supervises the payroll process
Duties
1.      Ensures that the payroll checks are issued to all district employees on a timely basis
2.      Makes timely payments of employee withholdings to appropriate government and retirement systems
3.      Monitors compliance with 403B rules
4.      Submits required State and federal payments and reports
5.      Oversees the efforts of the payroll coordinator in related matters
 
Provides cost and analytic support during negotiations with employee unions
Duties
1.      Periodically gathers market data on prevailing salaries and wages of school district employees
2.      Provides necessary research for successful rate and salary administration
3.      Plans and coordinates the development of statistical, financial and management information related to employee relations
4.      Supervises the administration of the district’s retirement system

 

Administers insurance program in the areas of Property/Casualty, Liability, Fire, Medical/Dental, Life and Student Accident
Duties
1.      Represents the district’s interests in self-funded workers compensation insurance program
2.      Represents the district’s interests in property, casualty, and liability insurance programs (Collective Liability Insurance Cooperative)
3.      Represents the district’s interests in self-funded health/dental/life insurance programs
4.      Represents the district’s interests in student accident insurance program
5.      Represents the district’s interests in life insurance program
 
Communicates and collaborates with school officials, contractors and governmental agencies
Duties
1.      Prepares enrollment projections and assists the superintendent in projecting staff requirements 
2.      Coordinates the board election and other referendum processes
3.      Participates in local, regional, state and national professional/educational organizations to stay abreast of school finance and related issues
4.      Regularly confers with building principals and administrators regarding problems/solutions related to district operations
5.      Approves all contracts between the district and outside contractors
 
Directs and supervises the district’s construction projects
Duties
1.      Collaborate with all stakeholders to develop long-term capital project plans
2.      Manage the capital project funding and cash flow to meet obligations
3.      Coordinate the bidding of construction contracts
4.      Monitor the progress and completion of capital projects
5.      Works with commissioned architects in the construction and remodeling of facilities to ensure compliance with district requirements and economy, and implements professional procedures and results
6.      Direct architects, engineers, construction management personnel and other professionals to ensure maximum return of construction and minimum disruption of educational program
7.      Assists building principals in refining perceived needs to be considered for inclusion in the final long term capital projects plan
8.      Initiates specific elements of long term capital project plan through contacts with architects and construction management personnel
9.      Works with construction management professionals to create and maintain a safe school environment
10.  Coordinates all requests for payments and schedules the payments to meet cash flow requirements of District
11.  Interprets architectural drawings and plans to ensure desires of building principals and subordinates are achieved
12.  Oversees payment requests from architects, construction management firs and other contractors working in construction arena
 
Directs and supervises the district’s building maintenance and grounds
Duties
1.      Supervises Directors of Buildings and Grounds and staff
2.      Coordinates a system of preventive maintenance and duty schedules
3.      Develops plans of compliance with safety regulations for school facilities
4.      Makes recommendations to the superintendent and Board for needed repair and maintenance which should be included in the budget
5.      Ensures appropriate maintenance, grounds keeping, security, and custodial requirements for each school building and installation through Directors of Building and Grounds
 
Directs and supervises district’s food service program
Duties
1.      Supervises the manager for the contract service provider
2.      Directs the general operations and financial procedure of the food service program
3.      Manages the free and reduced price federal lunch program component
4.      Supervises the health and safety standards compliance of the food program
5.      Approves pay requests for services provided and contract modifications
 
Directs and supervises the district’s transportation system
Duties
1.      Supervise staff assigned for district transportation requests including scheduling of buses and vans for general and special needs students
2.      Supervises the maintenance and safety inspection of schools’ transportation equipment
3.      Develops systems for reporting accidents, travel and service information
4.      Works with contracted service provider to develop bus routes and coordinates efforts to provide efficient services
5.      Approves pay requests for services provided and contract modifications
6.      Assigns non-certificated staff to the responsibility for care and service of school vehicles
7.      Causes the staff to be oriented to the safety and travel regulations associated with school transportation vehicles
 
Directs and supervises all district staff assigned to the Business Office
Duties
1.      Recruits and interviews qualified personnel for staff openings assigned
2.      Recommends qualified replacements to the superintendent of schools
3.      Establishes programs of orientation and staff development for assigned staff
4.      Makes salary recommendations for budget purposes for assigned staff
5.      Evaluates and makes employment decisions and recommendations to the superintendent of schools
6.      Survey and test alarms and other security equipment on a regular basis
7.      Determines which types of equipment are needed for securing buildings and property (e.g., cameras, types of locks, types of entry equipment)

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to stand, walk, sit and talk or hear.  The employee is occasionally required to reach with hands and arms.  The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, and the ability to adjust focus. The employee is continuously interacting with the public, staff and students.  The employee frequently must meet multiple demands from several people.  The employee is regularly required to sit and stand.  The employee is required to walk; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.  Occasionally the employee must use hand/grip strength to operate office equipment.  Ability to withstand long term use of video display terminals is required.
 
WORK ENVIRONMENT:
The noise level in the work environment is usually moderate. The employee is required to regularly interact with the students, staff and the public.
 
TERMS OF EMPLOYMENT:  12 month position with 4 weeks of vacation (new hires).  Salary to be established by the Board of Education.
 
PERFORMANCE EVALUATION:  Performance of this job will be evaluated in accordance with provisions of the District procedures on administrative evaluation.
