Position Summary:
The Executive Director of School Governance and Flexibility is responsible for supporting individual schools in the overall administration of Governance and Flexibility processes and programs as defined in the Charter System implementation. The incumbent is responsible for developing well-suited governance that will enable timely and dynamic decision-making within the schools. This role ensures the effective operation and efficiency of the School Governance Council (SGC) and Flexibility requests. Specifically, this role requires a pro-active approach to providing structure around the School Governance Council, including devising appropriate induction, training and review of processes. Additionally, this role will be responsible for developing processes for the approval and monitoring of school flexibility and innovation.
Duties and Responsibilities:
Oversees the Planning and Development of Governance processes and programs (26-30%)
· Develops FCS Governance plans and communicates to Senior Leadership
· Oversees, monitors, and measures the roll out of the Charter System implementation within schools
· Defines Bylaws, regulations, and policies for the SGC
· Designs, develops, and monitors processes and protocols that are required for schools to operate in a Charter System
· Reviews and monitors framework for governance procedures
· Ensures compliance with the School Governance Council
Oversees the Planning and Development of Flexibility processes and programs (21-25%)
· Develops FCS Flexibility plans and communicates to Senior Leadership
· Defines tools and processes for the School Governance Council to request Flexibility
· Creates and manages the Flexibility review process and manages such communications to the Superintendent
· Monitors the implementation of Flexibility and innovation with the schools and grants continuation or termination of Flexibility implementation
· Develops and evaluates the Request for Flexibility approval process
Leads the Development of School Personnel and Governance Council Members (16-20%)
· Develops governance training program, plan, and content needed to train SGC members; Content includes legal guides, financial standards, system to programs include assessment and accountability, governing best practices, federal compliance requirements, communications, public relations, and reporting expectations · Develops principal training program to provide professional development in skills necessary to lead in an innovative environment
· Designs, develops, and monitors budgeting systems to ensure School Governance Councils align resources with student achievement
Drives and Manages Innovation (11-15%)
· Builds and utilizes broad networks inside and outside the District and Education industry to develop new solutions
· Develops and maintains a knowledge management repository for innovated practices and implementations within the District as it relates to Charter Schools
· Designs and develops innovative system-wide support systems that will allow the SGC to utilize instructional methods to support student achievement
Leads and Manages Others (6-10%)
· Meets regularly with key personnel to ensure that proper information flows through leadership, including establishing goals, objectives and long range plans
· Assesses team member contributions to provide input to management on performance
· Advocates change adoption for School Governance and Flexibility initiatives across the District
Performs Other Duties As Required
Education and Experience:
Education:
· Bachelor’s Degree in Education, Business or Public Administration or related – Required
· Master’s Degree in Education, Business or Public Administration or related field – Preferred
Experience:
· Minimum 3 years administration/supervisory experience and 6 additional years related experience– Required
· Involvement with professional affiliations, organizations, and memberships related to innovation and technology - Preferred
Minimum Qualification:
· Understands how to create frameworks for localized decision making
· Must be able to apply logical and abductive thinking
· Ability to foster and implement creative and innovative ideas
· Knowledge of effective and emerging instructional methodologies, strategies, and assessment instruments
· Must be able to successfully manage multiple tasks and responsibilities
· Ability to develop, implement, and monitor budgets
· Excellent verbal and written communications skills
· Proficient in Microsoft Office
Certification:
· Must hold or be eligible for Georgia Leadership Certification and/or Support License
