JOB DESCRIPTION
TITLE: Director of Human Resources/Operations
REPORTS TO: ESC Superintendent
DESIRED QUALIFICATIONS:
1. Master’s degree, preferably an MBA with an emphasis in HR, Purchasing, or Business Management
2. Three years experience in one or all of the above areas
3. Ability or willingness to obtain Ohio certification/licensure
4. Organizational ability to prioritize and complete tasks in a timely manner
5. Positive interpersonal relation skills
6. Proven effective leadership experience
7. Knowledge of school law, employment law, and/or business operations
8. Knowledge of best practices in recruiting, retention, and compensation
9. Knowledge of HR functions such as FMLA, healthcare insurance, liability insurance, and workers’ compensation
POSITION GOALS:
To serve as a resource, collaborator, consultant and partner to customer districts by providing exemplary leadership and quality service in the areas of certification/licensure, human resources, operations, and purchasing in a consortium environment
RESPONSIBILITIES:
1. Keep informed of trends and issues as well as local, state, and federal mandates/policies relating to this position
2. Maintain membership in a state or national organization relating to your
area of responsibility
3. Provide expertise in the area of certification/licensure to the LCESC staff and local school district personnel in the areas of:
A. Renewals, transitions, and notification of expiration
B. Submission of applications to the state office of certification/licensure
C. Securing properly certified substitutes
4. Perform responsibilities in relation to personnel and management of personnel office
A. Reviewing and updating of job descriptions and evaluation forms
B. Maintaining personnel records as required by law and board policy
5. Provide leadership and support for initiatives promoting effective professional development and school improvement to include:
A. The development and delivery of projects, products and services
B. The review and evaluation of initiatives
C. The promotion of support networks within and among agencies, professional organizations, universities, and other appropriate partners
D. The sharing of innovative and successful strategies, models, and resources among educators
E. The use of data from district and school building improvement plans to design and deliver appropriate and needed services
F. The review and selection of professional development tools including technology resources
G. The providing of expertise to other ESC professional development
6. Oversee the operation of the ESC office as it relates to both health care and liability insurance, business contracts, personnel contracts, procedures, and forms
7. Serve as an active, efficient member of the leadership team
8. Maintain a positive relationship between the ESC and customer schools and an effective liaison to the assigned district
9. Participate in the development of an annual budget and financial forecast
10. Perform other related duties assigned by the ESC Superintendent or designee

CONTRACT SPECIFICATIONS: A full-time, 12 month contract with salary, hours, and other employment benefits established by the Lake County Educational Service Center Governing Board
