QUALIFICATIONS

  • Bachelor's Degree from an accredited university in Business or related field
  • Six years of directly related experience
  • Knowledge and experience in business operations and/or technical contract assistance to minority and women owned businesses and purchasing, and/or construction
  • Proficient in MS Office Professional
  • Ability to establish and maintain cooperative relationships with district employees, vendors and the public
  • Knowledge of planning and problem solving/investigative skills are required to research inquiries

BASIC FUNCTIONS

  • Work as liaison between the Purchasing, Construction Services, district employees, M/WBE businesses and key district stakeholders
  • Implement strategies designed to maximize the participation of M/WBE businesses in all phases of the district's purchasing and contracting activities
  • Coordinate and implement workshops, designed to educate minority and women-owned businesses
  • Participate on contract selection committees as a young member; evaluate contract proposals and procurement documents for adherence to the district's M/WBE policy
  • Educate district staff regarding the district's M/WBE policy
  • Communicate via reporting, correspondence, dialogue, and meetings with professionals inside and outside the district office
  • Provide essential administrative functions; including entering timesheets, ordering supplies, submitting invoices for payment and maintaining appropriate documentation
  • Keep abreast of purchasing policies and trends and study its impact regarding M/WBE programs
  • Facilitate M/WBE Vendor Expos, Construction Bid Previews, Business Conferences, etc.
  • Evaluate M/WBE business performance
  • Provide extensive M/WBE outreach, training, reporting, contract compliance and monitoring
  • Disseminate upcoming business opportunities and M/WBE communications - via hotline, website, electronic notification, email, publicity advertisements, etc.
  • Utilize technology to enhance the department's processes and procedures; maintain documentation electronically
  • Work closely with the chambers of commerce, M/WBE advocacy organizations, contractor associations, and technical assistance centers to disseminate M/WBE information to their membership and coordinate strategies designed to increase M/WBE participation
  • Create listings of certified M/WBE vendors and dissemintate this information to interested parties
  • Implement strategic partnerships with other public entities, IDS's, and corporations and coordinate joint procurement related initiatives
  • Adhere to federal, state, and local regulations regarding M/WBE participation and purchasing processes and procedures
  • Perform all other tasks and duties as assigned
