Nature and Scope of Job
:
This position is directly responsible for the supervision,
evaluation and discipline of all Office Staff, Bus Drivers, and
Bus Monitors.
This Foreman is also responsible for
recruiting new school bus drivers and for classroom and
over-the-road instruction of school bus drivers. This
position monitors appropriate licensing for all drivers and
performs annual evaluations of driver performance in the safe and
proper operation of school transportation vehicles.
Responsible for the implementation of safety training concepts
pertaining to school transportation and route safety. This
position includes making staffing and hiring
recommendations. Position may be called upon to respond in
emergencies. This position is a spending authority for
departmental budgets and assists in the preparation and
monitoring of these budgets. Maintains and monitors driver
safety records. Responds to accident scenes and submits
necessary reports. This position oversees the sequencing
and scheduling of departmental functions. Promotes
awareness through communications between the Transportation
Department, schools, community, state, and local law enforcement
agencies. The Operations Foreman acts in the capacity of
the Transportation Department Manager in his or her
absence.
Education, Licenses, Certification or Formal Training
:

High school
diploma or GED required.
·
Valid Colorado
Commercial Driver's License (CDL) with passenger, school bus, and
air brake endorsement required.
·
Successfully
complete Department of Transportation physical every two years or
as required by licensed DOT physician.
·
Current CDE
certification, including yearly CDE written test and the written
tests for driving in adverse weather conditions and mountain
driving.
·
First Aid and
CPR Instructor's Authorization required.
·
CDL 3

Party Testing Examiner's License required.
·
Must maintain
insurability in accordance with the District's insurance
provider's criteria.

Essential Job Functions
:

Responsible for
insuring no safety errors occur to endanger student riders.
·
Responsible for
hiring, training, and retention of Bus Drivers and Monitors.
·
Monitors
transportation department budget.
·
Assists in long
range planning.
·
Recommends
resource level adjustments.
·
Responsible for
monitoring productivity levels of staff.
·
Responsible for
training all bus operators in the proper operation, handling, and
pre-trip inspection of all types of school transportation
vehicles.
·
Instructs
drivers in safe driving habits and other related safety
training.
·
Implements
over-the-road testing, written examination, route orientation,
and prepares written reports on the trainees' progress and
completion of course.
·
Checks routes
for hazards, both moving and stationary, and submits corrective
suggestions in writing.
Receives and evaluates driver
suggestions in this area.
·
May be called on
to work on projects related to transportation and the
community.
·
Develops and
maintains a comprehensive and up-to-date bus operator's
manual.
·
May be assigned
to operate a bus over a designated route.
·
Responsible for
annual performance evaluation of drivers and monitors.
·
May be assigned
to monitor a bus on a designated route.
·
Responsible for
insuring all transportation employees have the proper First Aid
and CPR certification.
·
Instructs new
employees on performance fundamentals of transportation
positions, general rules of conduct, personnel organization, and
orientation to transportation department and school district
policy and procedures, including rules and regulations for dress
code, time on the job, procedures for sick time and leave of
absence.
·
Conducts safety
meetings on a regular basis.
·
Uses a variety
of software to track resource usage and workload assignments.
·
Ensures accuracy
of daily time records for the transportation department.
·
Assists in
specification writing.
·
Monitors
performance of pre-trip and post-trip procedures.
·
Serves on the
vehicle accident review committee and is active in prevention
programs.
·
Fulfills the
requirements for determining reasonable suspicion of alcohol and
controlled substance use and misuse in the workplace and may
utilize such training if an instance occurs when the
Transportation Department Manager is away.
·
Performs other
duties as assigned.
