Compensation : Salary and benefits are regionally competitive and based on experience and training.

Work Schedule : 260 Days

Nature and Scope of Job : Plans, coordinates and supervises the operation of the Human Resources Department in such a way as to enhance morale of school district personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each individual student.   This will require cooperating with all administrators in the fair and professional management of the various aspects required to create and maintain a quality staff.

Education, Licenses, Certification or Formal Training:    

·          Master's Degree in educational administration, human resources management, or related field from an accredited college or university.

·          Appropriate principal or administrator license by the State of Colorado (preferred).

·          Such alternatives to the above qualifications as the Board of Education or the Superintendent may find appropriate and acceptable. 

Qualifications : Knowledge of federal and state regulations governing civil rights, equal employment opportunities, employee rights, and hiring procedures.   Knowledge of employee benefits.  Ability to speak clearly and concisely.  Ability to weigh options, think clearly, and evaluate accuracy.  Ability to understand and facilitate needs of various personality types.  Ability to make decisions with sound emotional judgment.  Ability to develop a plan to make decisions to facilitate its fulfillment.  Ability to concentrate with numerous interruptions.  Must be persuasive, alert, creative, and demonstrate patience, initiative, and reasoning.  

Essential Job Functions :

·          Works directly with principals and directors to determine personnel needs for each building.

·          Provides certified and classified staffing patterns for the district.

·          Directs and coordinates recruitment of administrative, certified, and classified employees while meeting all the state and federal regulations governing civil rights.

o     Authorizes and advertises openings through appropriate channels

o     Screens (or causes to have done) applicants for advertised positions.

o     Establishes and maintains procedures for interviews.

o     Schedules and conducts (or causes to have done) in-district and on-campus interviews.

o     Offers contracts to successful applicants.

·          Recommends to the Board of Education the employment of personnel.

·          Maintains (or causes to have done) district personnel files for all employees.

·          Develops and implements a program of continuing communications with all employees with respect to salaries and fringe benefits.

·          Develops a program of orientation for new employees.

·          Coordinates in-district transfer of staff members, voluntary and involuntary.

·          Coordinates staffing of extra-curricular assignments upon recommendation of Activity Specialist/Assistant Principals and Principals.

·          Maintains and submits appropriate records and reports of federal and state agencies.

·          Coordinates the development of district handbooks to be distributed to new employees.

·          Serves as a member of the Board of Education negotiating team.

·          Maintains and coordinates the distribution of the master contract between the district and the GEA.

·          Interprets for appropriate employees the master contract between the district and the GEA.

·          Assures through the appropriate administrators that all employees are evaluated annually in accordance with policy and state regulations.

·          Develops and distributes to administrators a monthly and annual summary of leave types taken by employees.

·          Assists administrators with personnel problems or concerns when requested or when a need is evident.

·          Interprets, develops, recommends, and causes to be implemented district policies and regulations dealing with personnel or in other areas as requested by the Superintendent or Board of Education.   Coordinates the distribution of all Human Resources policies and regulations and communicates with other members of the district staff to maintain awareness of procedural changes, legal developments, and other actions that require revision or deletion of current policies/regulations or which call for the development of new policies/procedures.

·          Assist in the development of the district budget.

·          Serves as a member of the district's cabinet level leadership team.

·          Attends Board of Education meetings.

·          Responsible for the organization and supervision of the Human Resources Department.

·          Supervises and evaluates the Human Resources administrators and support staff.

·          Represents the district at various professional meetings and conventions.

·          Participates as an active member of the American Association of School Personnel Administrators, the Colorado Association of School Personnel Administrators, and the Northern Colorado Association of School Personnel Administrators.

·          Represents the district in personnel matters with colleges/universities, the Colorado Department of Education, and other institutions or agencies.

·          Coordinates (or causes to be done) student teacher assignments.

·          Researches information dealing with salary and benefits for all employee programs.

·          Leads employee groups in developing alternative compensation approaches.

·          Develops and implements a staff assistance program, including pre-retirement seminars and career counseling.

·          Serves as the district administrative representative on Joint Study Groups.

·          Serves on the Classified Council.

·          Performs other duties as specified by the Superintendent or the Board of Education.
