QUALIFICATIONS:                        

1.       Master's Degree in Education, Human Resources or Labor Relations.

2.       Expertise in all matters pertaining to human resources in the the New Jersey Public Schools.

3.    Vast knowledge of NJ public employment labor-relations laws. 4.    Expertise in contract negotiations, mediation, fact finding,  arbitration, grievance procedures and contract negotiations.

5.    Knowledge of long-range planning for personnel needs and  staff development.

6.    Knowledge of Affirmative Action, desegregation guidelines  and federal/state laws affecting personnel.

7.    Strong skills in communications, human relations, and   organization.

 

 

SUPERVISES:       The Department of Human Resources and all staff assigned.

 

 

PERFORMANCE RESPONSIBILITIES:    

1.       Manages all aspects of the department of Human Resources and  personnel administration.

2.       Administration of Federal and State compliance requirements in employment practices.

3.       Establishes personnel procedures and administrative techniques

      for staff recruitment, selection, placement and employment.

4.       Oversees the recruitment, selection, , recommendation for the employment process, and support services for all staff.

5.       Oversees the preparation of the Board Agenda and all personnel actions.

6.       Fosters long-range planning and analysis of the work force and directs the appropriate personnel to develop procedures to be implemented to ensure improved recruiting and selection practices.

7.       Plans, oversees, and directs the creation and maintenance of a computerized recordkeeping system of all personnel, and position control.

8.       Certifies all job classifications, salaries, and position control with the Business office.

9.       Oversees and monitors the accurate completion of all personnel data used to create district payroll, and provides systematic support to the payroll office.

10.   Directs and ensures the development and maintenance of the district's personnel manual and directs the orientation of district procedures.

11.   Acts as district resource person for all matters pertaining to the district's personnel policies implementation.

12.   Establishes processes to ensure confidentiality of  pertinent personnel matters and data.

13.   Keeps abreast of contract provisions, case law and administrative decisions related to public school personnel and continually advises the Superintendent of key trends, changes, and developments.

14.   Maintains a working relationship with all unit leadership.

15.   Provides pertinent data for collective bargaining units.

16.   Follows through with the development and updating of goals and timetables of district fair employment practices and directs implementation of necessary procedures.

17.   Oversees the development of statistical, financial, and management information related to employee relations.

18.   Assumes administrative responsibility for routine personnel duties, including leave requests, voluntary transfers, involuntary transfers, salary adjustments, etc.

 

19.   Works closely with the Superintendent or designee to develop input regarding the evaluation of principals and supervisors, and develops a sequence for the supervision and evaluation of staff, congruent with existing contracts.

20.   Institutes ongoing review and updating of all staff evaluation procedures and the development of related forms.

21.   Assesses needs of the Human Resources Office and directs the establishment of guidelines for office budget development.

22.   Assists in the preparation of the annual school budget with the Superintendent, Business Administrator and leadership team as the budget pertains to staffing needs.

23.   Monitors staff attendance patterns and informs Superintendent, leadership team, and district administrators of problem areas.

24.   Compiles and submits the Fall Report as directed by the New Jersey Department of Education.
