JOB DESCRIPTION
POSITION:
Special Education Financial Manager
JOB GOALS:
The position's focus would be utilizing data and systems to
develop and report staffing schedule analyses and IEP contracted
services monitoring and analysis and to develop a reporting link
between special education expenditures and programming.
MINIMUM
QUALIFICATIONS
:
·
Baccalaureate
Degree from an accredited college or university in Business,
Education, Management or equivalent;
·
Additional
education from accredited college or university in the
area of Special
Education
·
Thorough
knowledge of Special Education state and federal
Rules &
Regulations in addition to Financial Management and legal
regulations
·
Expertise with
Microsoft Office; Word, PowerPoint, Excel
·
Minimum of five
(5) years of municipal experience
·
Experience with
MUNIS, Easy IEP software programs, SEMS tracker as well as
computerized accounting systems
·
Demonstrated
knowledge and experience in accounting and payroll procedures
·
MCPPO
certification or willingness to become certified within the first
year in position
DUTIES AND
RESPONSIBILITIES:
·
Accounting,
purchasing and accounts payable for the district in compliance
with all Special Education state, federal, district and GAAP
regulations;
·
Provide
financial and computer based information and
data analysis;
·
Assist the
Director of Special Education in providing a well-organized,
efficient office which coordinates the district's resources to
provide maximum educational benefits;
·
Provide
administrative support to the Special Education administration
and staff;
·
Responsible for
oversight, assignment of staff and resources, and maintenance of
the Special Education Department data collection, records
management, and student archives;
·
Prepare other
reports and/or assignments as requested by the Director of
Special Education;
·
Provide
financial analysis of the Special Education Department; identify
and develop department
administrative and financial functions;
·
Oversee IEP data
management;
·
Assist with the
preparation and submittal of state and federal grants related to
Special Education; prepare and maintain all Special Education
records/payments and serve as intermediary with financial
auditors;
·
Assist with all
DESE financial reports relating to the Special Education
Department;
·
Assist with
overall Special Education Department budget development,
oversight and analysis;
·
Maintain all
Special Education Department financial records in accordance with
district, state and federal policies and requirements;
·
Provide
oversight of Special Education Department accounting records and
filing system;
·
Supervise and
oversee all purchasing for the Special Education Department
including contracts for out-of-district programs and all
contracted services;
·
Oversee all
payroll process and personnel management for the Special
Education Department;
·
Assists Chief
Financial Officer with the preparation of the annual budget for
Special Education employees;
·
In conjunction
with the Human Resources Department, maintains job descriptions
for all positions in the Special Education Department;
·
Willingness to
cross train with other members of the Special Education
Department;
·
Willingness to
provide coverage for other members of the Special Education
Department when necessary
·
Other related
duties & responsibilities as directed by the Director of
Special Education and/or Chief Financial Officer
TERMS OF EMPLOYEMENT:
12 Month position - 35 hours/week - 7 hours per
day
REPORTS TO:
Director of
Special Education and Chief Financial Officer
SALARY:
Minimum - $55,000 - $65,000 Dependent upon
education and experience
