JOB DESCRIPTION

 

JOB TITLE:                    Data Analyst                                                    RANGE:   O - R

 

DEPARTMENT:              Information Services and Technology - Application Development

 

ACCOUNTABILITY:     Reports to Supervisor, Application Development

 

JOB SUMMARY:

The Data Analyst will be responsible for maintaining the data feeds to the Kansas Individual Data on Students (KIDS) database application at KSDE.   Technical experience, as well as the ability to work with all levels of users is required. Familiarity with available data and knowledge of the district's goals related to the application and its relationship to other district databases, such as the student management system, PeopleSoft HRMS system, is required.

 

This person will use database query tools to find data from different sources to meet the analytical needs of the district. The analyst will use Structured Query Language to create and run queries and reports to provide specialized data for analysis, then will follow through by working with a variety of analytical tools to provide detailed reports, which will be automated when possible. <S> </S>

 

DUTIES AND RESPONSIBILITIES:

1.                   Support and maintain data feeds to the KIDS database application

2.                   Pursue a continuous course of study to maintain knowledge of database and analytical tools and methods, including mastering Structured Query Language (SQL).

3.                   Assist customers with custom requests for data and reports.

4.                   Document customer requirements and issues.

5.                   Assist in project planning and management.

6.                   Design, code and run queries to satisfy specialized or unique customer needs.

7.                   Assist in development of programming and documentation standards and procedures.

8.                   Perform software testing and document results.

9.                   Perform modification and report alterations as required.

10.               Develop and maintain documentation and procedures to support queries that have been created and automated.

11.               Other duties as assigned by supervisor or CIO.

 

SKILLS AND REQUIREMENTS:

High school diploma required. Associates Degree required and Bachelors Degree preferred.   Familiarity with relational database concepts is required.   Experience in construction of relational queries is a plus.   Experience with Oracle SQL and PL/SQL, or equivalent is plus.     Experience with analysis of student-level data is required. <S> </S>

 

Data analytical skills:

Ability to discern minute patterns in large data sets.    Ability to clearly see the data forest, regardless of the number, or number of varieties, of "trees." (meaning ability to see the overall data set that may be made up of data from disparate systems, ala eSIS, PeopleSoft, external sources such as state assessment scores, ACT, etc.)  Ability to focus on small data sets, as small as one data element, in order to solve problems within the larger data set. (meaning the ability to trace down data anomalies based on a small sample)

 

Technical skills:

Ability to develop skills to the expert level with a modern data reporting tool.   Understanding of data manipulation techniques to allow search, sort, merge, and transformation of data sets from different sources.   Ability to thoroughly document procedures and steps involved in complex data operations such that other competent personal can figure out how to perform the operations if needed. The Ability to read and interpret policies and rules (such as from KSDE) pertaining to uploads of KIDS and assessment data files, and corrections of same is critically important.

 

Personal skills and attributes:

Outstanding verbal and written communication skills to allow unambiguous and productive communications with people with diverse backgrounds, experience, and needs.   Familiarity with the needs of personnel at various levels of the school structure.  Punctual, reliable, and dependable about reporting for work.  Willing to work extra hours if needed in order to accomplish critical tasks.

 

INTERRELATIONS:

Significant and frequent contact with all levels of personnel in and out of the District.   Ability to work with diverse populations.   Ability to work with vendors.   Contact with other members of IST staff, customers and vendors.

 

WORKING CONDITIONS:

Attendance at required meetings and in-services.  Ability to perform all tasks and work the hours required.  Daily schedules may fluctuate to accommodate deadlines and delivery of services. Ability to work without supervision.
