QUALIFICATIONS
  • Bachelor’s Degree from an accredited university in a related field preferred; PHR, SPHR, CBP or CEBS certification a plus
  • Eight years of directly related experience
  • Possess strong leadership skills
  • Proficient in Microsoft Office Professional and strong technical skills
  • Ability to create and modify excel spreadsheets and graphs
  • Detail oriented and strong analytical skills
  • Knowledge of Generally Accepted Accounting Principles desired
  • Experience with Oracle HR/PR a plus
  • Ability to implement and complete multiple tasks successfully in accordance with established timelines with limited supervision
  • Ability to interface effectively with technical and non-technical staff
  • Ability to communicate effectively in written and oral format
  • Ability to interact with all levels of personnel including management and third party vendors
  • Ability to handle confidential and sensitive data


BASIC FUNCTIONS
  • Responsible for the day-to-day operations of the Dallas ISD’s health and welfare benefits program
  • Responsible for the coordination of program outsourcing deliverables between Dallas ISD and the benefits outsourcing partners and various benefit carriers; work closely with the vendors to develop high quality products, product delivery and support strategies for the outsourced programs to ensure the overall program objectives are achieved while maintaining the underlying contractual obligations
  • Provide strategic support to the Dallas ISD Benefits director; supervise and provide guidance to direct report personnel and back-up for the director
  • Ensure that the outsourced program activities are administered accurately and provide maximum benefit to Dallas ISD employees
  • Work with outsourcing vendors and benefit plan vendors on developing best practice processes for understanding, documenting and managing the Dallas ISD outsourced program requirements; recommend and monitor changes to Dallas ISD business processes and technical infrastructure to ensure a high level of compatibility and efficiency between Dallas ISD and the outsourcing vendor
  • Ongoing monitor and assessment of the Benefits Outsourcing Customer Service Center; work closely with the vendor for optimum service delivery model including customer service to employees, technology enhancements, and feedback from employees
  • Coordinate all Dallas ISD deliverables associated with annual enrollment including document review, document sign-off, testing, and Go-Live to meet certain deadlines and project timelines; coordinate the Dallas ISD’s review and revision of plan documentation
  • Identify and facilitate training opportunities with Mercer HR Services to promote improved understanding and service delivery
  • Lead and/or participate on various projects on Benefits and HR related activities
  • Manage and coordinate maintenance of the Benefits Website (DallasISD@YourService); work with the outsourcing vendors communication team on website enhancements including overall look and feel, layout, design and information updates/additions; coordinate internally within Dallas ISD with various departments to maintain accurate, timely and relevant information on Dallasisd@YourService; coordinate any periodic or annual plan year updates to the site; ensure Dallasisd@YourService website contains updated correct benefits information
  • Assist the director in monitoring and managing the Leave of Absence outsourced program; assist with developing processes, reports, and accountability to effectively manage the leaves process and ensuring that program is consistent with regulatory requirements including the district’s policies and regulations
  • Review and approve TRS appeals and exceptions in accordance with Section 125 rules and plan provision; work directly with TRS regarding processing of benefits and communicate any appeals/exceptions needed
  • Work with all carriers through the voluntary consultant to ensure all contracts are being administered correctly and in compliance with regulations and plan provisions
  • Develop benefits coordinator training and other benefits training necessary to promote benefits; ensure that campuses are supported in their needs related to benefits
  • Responsible for the MWBE reporting and compliance
  • Coordinate the annual benefits enrollment activities with the outsourcing vendors and ensure all deliverable are met in accordance with project plan timelines; this includes technical review of documents and systems testing
  • Assist the director with wellness strategy and initiatives and back-up for handling retirement escalation issues
  • Ensure compliance with federal, state, and local regulatory requirements related to benefits and leaves administration (i.e. IRS Compliance, COBRA, HIPAA, FLMA)
  • Perform all other tasks and duties as assigned

Selected individuals for Dallas Independent School District positions will be placed according to compensation guidelines.  A campus-based employee may not assume a new position for which he/she was selected based upon the posting process until the end of the current semester, unless approved by the executive director – Human Resources.
