General Purpose of Job:

lifetime of learning. Under the general direction of the
Coordinator, Accounting and Payroll, the Payroll Generalist is responsible for
the delivery and implementation of payroll program services and the
maintenance, integrity, and security of applicable payroll data and
records. Routinely implements payroll
policies and procedures in the areas of process definition, documentation,
records maintenance, reconciliation, audit preparation, budget transactions,
timekeeping, information reporting, business analytics; team lead for
functional projects, and payroll information systems. Serves as a payroll expert to staff and
management by applying broad payroll knowledge, skills and judgment to help
solve complex technical problems and/or make recommendations; interprets and
ensures that payroll actions and activities are in compliance with established
payroll policies, state and federal requirements or regulations, labor
contracts, and precedents; coordinates and integrates work products and
activities with other payroll, management, and operational activities; provides
work direction to clerical support staff.
Responsibilities:
- Delivers and implements payroll programs and
services and independently initiates applicable payroll actions that encompass
the monitoring and production of payroll data.
Provides technical support and advice to management and other personnel
on payroll policies, procedures, employment issues, labor contract language,
state and federal requirements and regulations, and payroll issues/actions.
- Team Lead
for Functional Projects. Serves as the
lead payroll contact for information system maintenance, upgrades and
enhancements. Is responsible for testing
and ensuring quality control and data integrity for new functionality. Provides training and support for end users
- Benefits/Insurance. Performs complex administration of various
employee benefits programs and maintains related records; advises and assists
management and employees with the features of various insurance benefits, voluntary
retirement savings plans, and pension programs.
- Data Management and Compliance. Maintains the integrity and security of
applicable payroll department and payroll data and records; produces and
proactively analyzes payroll activity metrics, monitors effectiveness indicators,
and adjusts business strategies as needed; compiles and provides data to
support budget planning for decision makers; responds appropriately to internal
and external requests for private and/or public data; produces and maintains
data to support UFARS requirements;
maintains and ensures compliance with data privacy laws and policies; reviews
payroll records and applicable salary schedule placement of employees in
accordance with established procedures; provides technical support to the
District's investment advisory committee; audits salary adjustments and pay for
all lane and step changes; implements provisions of labor agreements; ensures
applicable employee records are recorded and up-to-date.
- Payroll policies and procedures, including
adherence to process. Establishes and
maintains special files as required. Researches payroll best practices and
assists with development and/or makes recommendations regarding payroll
procedures; responsible for developing and maintaining ongoing documentation of
agreed upon payroll department practices and procedures; collects and maintains
necessary documentation. Implements
changes in procedures based on current changes in laws and regulations that
impact payroll processes and procedures.
- Service and support. Provides technical support and advice to
internal and external clients using broad payroll knowledge and detailed
knowledge of payroll policies and procedures, regulations, labor contracts, and
precedents; serves on and participates on various labor management and advisory
committees.
- Serves as back up to the Lead Payroll Support
Specialist. Performs other comparable
duties of a like or similar nature as assigned.
EDUCATION: Associate
Degree. Coursework in payroll, business
administration, accounting or a closely related field.
Fundamental Payroll Certification (FPC) American Payroll
Association certification or recognized equivalent certification required if education
requirement is not met through college degree requirement.
Minimum of 3 years of increasingly responsible professional
payroll work experience in a school district setting.
SKILLS, KNOWLEDGE, ABILITIES:
- Ability to work in a fast-paced, high volume
processing environment, significant attention to detail and accuracy, as well
as strong verbal and written
communication skills.
- Excellent computer skills in a Microsoft Windows
environment and the Internet, including Excel and demonstrated skills in
payroll information system database management and record keeping; ability to
learn new computer program applications quickly
- Excellent interpersonal skills; ability to work
collaboratively with others
- Evidence of practice with a high level of
confidentiality
- Excellent organizational skills
- Effective business analytics skills and
techniques
- Ability to interpret and apply complex laws,
rules, policies, regulations, and labor contract language
- Principles of mathematics, including the ability
to add, subtract, multiply and divide using decimals, percentages and
fractions; ability to solve basic algebraic equation
