JOB PURPOSE AND RESPONSIBILITY:
This position develops, manages, and administers written agreements for professional, consulting, and contracted services to satisfy requirements, limit or lesson risk, and obtain best value. This position is responsible for the development, execution, and long-term management of agreements and purchase orders for large dollar value, high risk, and highly visible projects. Incumbent supervises the Contract Management Services unit responsible for implementing an effective contract management process. As a project manager, incumbent engages in strategic planning in partnership with school and department administrators to coordinate and execute high-value strategic service agreements. Incumbent reports to the Director of Contract & Procurement Services and is delegated broad authority to solicit bids and proposals, negotiate agreements, and issue purchase orders in accordance with Texas Education Code and District Policies. This position provides leadership and guidance to and supervises the work of one or more positions in a team effort to fulfill assigned responsibilities.
This position serves as the senior contract specialist/ contracting officer for the development, establishment, and administration of agreements for professional, consulting, and contracted services as well as coordination of a wide range of contracting procedures, methods, and contract types. Incumbent, as a project manager, engages in strategic planning in partnership with school and department administrators to coordinate and execute high-value strategic sourcing and service agreements.
MINIMUM QUALIFICATIONS:
EDUCATION: Bachelor’s degree in related field required. LLB or JD preferred.
EXPERIENCE: Three (3) years of related experience required. Legal experience preferred. Experience may substitute for education on a year-for-year basis.
KNOWLEDGE & SKILL REQUIREMENTS:
*Knowledge of State and Austin ISD legal framework, local policy, and administrative regulation for procurement of goods and services.
*Ability to obtain best value for the District by procurement methods including competitive bidding, competitive sealed proposals, requests for proposals for services, negotiation, and strategic sourcing.
*Training in contract management is required.
*Ability to operate a personal computer effectively.
*Project management skills to lead complex, high risk, multi-stakeholder procurement projects from establishment to completion is required.
*Ability to lead contractors, District administrators, and staff through the various stages of contract administration to ensure that the complete statement of work is performed and to achieve best value results.
*Supervisory skills and proficient written and oral communication skills including public speaking is required.
DUTY DAYS: 260 Days
SALARY: CP3: $46,879 - $58,599
Salary determination will be based on documented experience.
